You are responsible for the quality and condition of your receiving equipment. Before looking at other possible causes you should check your equipment and connections to ensure they are working correctly. A local CAI approved aerial installer would be able to give your system a health-check. 

If you live in a building with a communal aerial system, you should contact your landlord for help
